It seems to be from the middle of the incident, posted by someone seats down from the "victim" who also has the same last name and trains on DK. I also don't hear the "full government name" that is his excuse (which has a stretch a racist might think is cleverly close to a word he wants to say).

Oh Jeffrey Bossert Clark. I especially like the part where he says the good cause exception is triggered where a reg is facially unlawful, but later directs agencies to rescind without notice merely "where the agency has determined that the best interpretation is that the regulation is unlawful."

But (based on the screenshots) that authority died with the CR and even if it didn't given the provision that transferred funds merge with and take on the same nature of the receiving appropriation, no receiving appropriation exists with authority in FY26 due to the lapse.

NPS contingency plan provides that volunteer activities must cease where necessary oversight by NPS personnel cannot be provided so having a single volunteer ranger at Yosemite is clearly not authorized.
