I could've sworn the division of powers in Canada comes from the constitution, which creates provincial and federal governments, and allocates areas of legislation to each of them. Municipal governments are not mentioned and only exist for the convenience of the provinces.

The Vancouver Charter is provincial legislation. It can be repealed or amended by the province, my brother.

I really feel like the municipalities in this province need a reminder that they only exist at the pleasure of the provincial government and any authority they exercise is delegated from the province. There is no "erosion of autonomy" -- the province can meddle however they want!!
