IF the ball at this moment is not touching either glove, but is touching the boot then it would be a legitimate tackle.
IF the ball is touching any part of either glove it is a foul.

IF the referee got that call wrong then it cannot be described as a "clear and obvious error" that would go to VAR.

Why do you think that was questionable? They changed the laws to protect the goalkeeper in situations like that:

FA Law 12 A goalkeeper is considered to be in control of the ball with the hand(s) when:
touching it with any part of the hands or arms except if the ball rebounds from the goalkeeper
