A lot of what DEI offices do is trainings, cultural awareness and event planning, and oversee committees of employees, not hiring.

University of Iowa should care about how their faculty represent their establishment’s values. Freedom of speech includes responsibility of speech, and speech is not free from consequences. The university has a duty to hold him responsible for his speech.
