Talk about letting a country descend back into degradation. That said FDR did indeed say this while it was only the White Americans who enjoyed or were given these rights... Even if it was not stated to be so. Segregation did not "end" before 1965, and the last lynching in 1981. Or maybe not...
81 years ago, FDR proposed a second Bill of Rights to guarantee every American the right to employment, healthcare, education, housing, and a living income. His words are as relevant now as they were then. Watch.
