/3 I am no longer inclined to spend time tinkering with the machinery of bigotry. It would be trivially easy to explain under a rules-based system how SCOTUS could come out one way on race in admissions and another in race in detentions. But it's still not worth the effort or the implied respect.

Even if a bill were introduced in the 2026 session it wouldn't go before the voters until the 2028 general election (because of the requirement for an intervening election), so wouldn't take effect until the 2030 midterms. The governor actually has very little input in the amendment process anyway.
