Then the ridiculous cap on the House imposed in 1929 by the Permanent Apportionment Act. So we reshuffle 435 seats over a larger population than intended by the framers and it has given us all kinds of foolishness.

Lots of folks saying “Land doesn’t vote” should be saying “Land should not vote.”

Because of the Electoral College it does… every state gets two senators.
