The legal case which is brought by them against their local Sparkasse is actually quite interesting and potentially dangerous for the Sparkassen as they are trapped between being a bank which has to enforce US law in this area and being a quasi-public institution which has to follow German law.

There is no lobby for a capital-controls-first approach. That is the core issue. So only second best options are possible, which may have bad side effects. But if it decreases intra-country wealth inequality and increases the labor share, that is the price to be paid.
