(Real policy geeks will argue the “duty to provide healthcare” had a slightly more complicated journey - indeed - but the 2012 Act was the final nail in the coffin. The cut off point of the minimum income is too low to capture many whose incomes are still too low for decency but just too high to claim benefits. Universal benefits are cheaper to administrate and reduce the humiliation put on those subjected to the means-test. So yes, it hits the poor.

This is not a Brexit problem. We had our own 3 labs. They were too expensive to run. But that wouldn’t be an issue if they were in public ownership. This is a public health and nationalisation issue.
