I have multiple monitors. Running it in exclusive fullscreen means that I can’t interact with other monitors when the game is focused.

It might be a weird hardware incompatibility thing. I am using an intel cpu and it really sucks here.

(4/4) If you're even wondering how I figured this out, I tried dedicated Fullscreen mode in TS4 today for the first time in ages and it was unbelievably smooth.

I did some googling and found out that Windows 11 added another buggy feature for those using the windowed modes.

(3/4) To disable this feature in Windows 11, go to System -> Display -> Graphics, then uncheck Optimizations for windowed games. The feature only seems to negatively affect the windowed modes from my testing.

2/4) To be technical, the feature aims to reduce the latency (delay) if you play in Windowed mode, but it also somehow ruins visual smoothness. Here's the above comparison in full speed.
