Niemöller was a Nazi. He fought in the Freikorps. He was a willing participant in the Third Reich because he had sought and received assurances from Hitler himself that the Nazis would not go after Protestants. Then he ended up in a Camp. He was wrong. That’s why he wrote the poem.
