I know...and people lament that the Guiliani era came to an end..."the City was safe" which translates to "minorities knew their place and were fearful of being stopped."

Sadly, you are correct. A colleague--who teaches American (I teach Euro and politics)--gave me a lesson today on our history of racism & xenophobia across 150 years (because I said, "it's never been this bad").
