i think we're getting crossed wires here

nefarian and onyxia had mortal motivations of power and control. they pursued their political goals and machinations with that in mind. the mortal motivations for power/control came first, they weren't just something they pretended to have

politics and personalities are pretty intertwined. nefarian and onyxia were building an empire for the very 'human' motivations of power and control, as an example
