PRESS RELEASE: IMMEDIATE 3rd November 2025 Enough Is Enough: Coalition Calls for a New Drug Law The Harm Reduction Coalition of Aotearoa (HRCA) is calling for an end to drug prohibition in Aotearoa, as the national debate reignites following the New Zealand Drug Foundation’s Safer Drugs Laws report. The report highlighted five decades of failure under the Misuse of Drugs Act 1975 (MoDA)—failure that has led to widespread harm, including overdose, disease, stigma, criminalisation, fear of seeking help, organised crime, and violence. These harms have fallen disproportionately on Māori communities. “After 50 years, the evidence is beyond dispute: prohibition has failed dismally,” says HRCA Chair Dr Kirsten Gibson. “It has not made people safer, nor has it reduced harm. No drug is made safer by prohibition— all it has done is fuel stigma, harm, and marginalisation. It’s time to move beyond outdated laws and adopt a system that puts people’s wellbeing first. Enough is enough.” Former New Zealand Law Commissioner Professor Warren Young whose report reached the same conclusion over a decade ago, stated: “We found that the Act was not fit for purpose—and that was, and continues to be, blindingly obvious.” The report recommended that the MoDA be rescinded, a position now supported by a growing body of scientific evidence and international harm reduction research. HRCA believes that endless amendments to an unworkable law are not the solution. It is time to replace drug laws with a single, coherent Psychoactive Drug Law—one that regulates all drugs, including currently legal substances, such as alcohol. A modern drug law grounded in science, evidence, and human rights, promoting health education and harm reduction under the administration of the Ministry of Health. ... (part 1) (part 2) ... Former UNODC advisor Dr Julian Buchanan underscores the irrationality of continuing the status quo: “Our relationship with drugs is deeply inconsistent. We privilege and promote some substances while policing and punishing others. None of it is based on science—and it’s causing immense damage. We desperately need a new approach.” On Wednesday 5 November, HRCA will host its 2025 Symposium in Wellington, marking 50 years of the 1975 MoDA by bringing together leading experts in drug policy, law, criminology, and lived experience. The event, which is open to the public, will present a clear vision for replacing punitive drug laws with an evidence-based health approach that prioritises wellbeing, safety and community resilience. A forward-looking model for a post-prohibition Aotearoa.

That time we all got dressed up to stand outside our house because our grandfather was being driven to visit us in Auckland on his way to being driven to the airport and returning to Wellington.
It was the biggest flashiest shiniest black car I had ever seen.
Dad was at work (1960s).🙄
