This means the banning power can be used when hateful conduct is directed at Judaism but not at Islam, Hinduism, Christianity or any other religion. It also does not apply to hateful conduct against the LGBTIQ+ community, women or people with disability. It deliberately carves them out.

This doesn’t say what the OP says. Just that advocating genocide is better dealt with the genocide offences in the criminal code.
