A paper ballot system really requires organization and checks & balances, but then I believe it has the right combination of security and transparency.

It is a way to avoid the waste of votes.

If a candidate or a party doesn't get in, their votes would normally be wasted, but with an alliance the other party can inherit the votes.

Figuring out who actually won the seats is a complicated process, because parties can have "election alliances" where they share votes. I won't go into the details.

It is both good for security and it involves the voters, so they feel part of the election.

Anyone can monitor the election process, so if you want to watch everything from the certification of the ballot boxes, through the whole day of voting and the counting of the votes, you are allowed.

The ballot boxes are guarded by volunteers at all times and random voters certify that the boxes are empty before use.

You can put an X on either the party or the candidate. Nothing else is allowed. Any other writing will invalidate the ballot.

After checking off each ballot, you fold them up and exit out the other side of the voting booth through another curtain.

When a voting booth is ready, a volunteer will guide you to it and you close the curtains after you.

Kids, that can't read, are allowed in the voting booth, and handicapped can bring an assistant.

There are instructions on how to vote in the booth.

You can see a copy of the ballots in large scale right at the entrance, so you can see what parties and candidates you can choose from.

Then you go to the table noted on your election card to check in and get your ballots.

The election card is scanned and you give your birth date as confirmation.

Votion stations are manned by municipality employees and paid volunteers. The same staff does the voting counting.

And representatives from the different parties are allowed to monitor the election process, but not touch the ballots etc.
