While their are other interpretations, my view is that top- down target-setting global agreements just aren't usually all that effective. They are more an effect then a driver of real change.
Two years ago, scores of world leaders promised to take bold action to tackle global warming at a U.N. climate summit in Scotland.

Today, countries are still far from meeting much-hyped promises, even as the impacts of climate change intensify across the globe.
Nations made bold climate pledges. They aren’t close to meeting them.
Countries announced ambitious plans to end deforestation and slash methane emissions at the U.N. climate summit in 2021. They aren’t delivering.

An excellent investigation. Much like the NYT's reporting of nPB poisoning years ago, it shows how utterly toothless that OSHA is and the struggles of American workers to have a safe job site.
