Making a well performing ebike means making one that can go pretty fast so the speed limit is certain to be implemented in software. Software speed limitations will always be routinely removed, especially on such simple devices.

Fun Avalon Bay story: my city has a large vacant lot in the middle of town that was cleared by the city as part of a now illegal redevelopment scheme. Avalon Bay offered the city $1m or so for the property and the city refused to sell unless Avalon Bay used all locally hired union labor.
