Yeah, the 5e model that lets you reload a musket in 6 seconds is quite odd. 3 aimed shots/minute (a high standard) = 5 rounds to reload. And they need to do commensurate damage—a fighter's Lightning Bolt equivalent, not a better longbow.
Also, they should be a separate weapon proficiency.

Looks to me that the issue is that the Tories had not explicitly called China a threat to national security, but Russia has been officially labeled that way.
