So far, lots on updating & repairing military homes -which is crucially important & overdue- but nothing much on culture, integration or addressing retention issues beyond pay increases. My research shows this won't be sufficient to meet needs of personnel so keen to see what's in the SDR on this

Perhaps, but you still have to crew a navy for the next 20 to 30 years, a period in which a lot can happen. And then the human burden doesn't necessarily disappear after you build a fleet of autonomous ships.
