Michael, it may just be that they prefer to hold cash rather than bonds. IOW it's simply a portfolio choice.
eg. They may be anticipating needing liquidity to defend the yen in the current unstable trade environment.

My theory is Musk believes, like a lot of people in AI, that we're very close to human-level Artificial General Intelligence (AGI).
IOW he believes AGI could replace most of the Federal Bureaucracy in next few yrs, saving $billions in labor costs.
