I didn’t fully explain the Council-thing: LA is a weaker-mayor structure than NYC or Chi, with only 15 councilmembers who preside over large territories with mostly low-turnout elections that can be secured by focusing on engaged homeowner bases (more exceptions now to this rule but still true).
