While Noodly limbs are prominent parts of stretchy the whole "treating your body as if it were rubber" is also a thing

Blender provides the Warp modifier, which is my general go to for that. But like the curve modifier it's kinda limited in what you can do. It's probably worth re-designing it.

you can accomplish some good effect with the standard warp modifier though. It just doesn't work when you try to stretch it in more than one direction at once.
