Actually, stepping down ahead of what is (hopefully) a wave election maximizes our chances of holding the seat.

I know he often hasn't played well with other Dems, but stepping down ahead of a (hopefully) wave election when we can hold an otherwise tough seat is a good thing to do.

Yes, but there are limits, and the populations don't always line up conveniently to make seats completely safe. North Carolina is a 50-50 state gerrymandered into a 10-4 state. That's not going to hold in a wave.
