You have to consider scale here. Not doing the training would have saved a tiny percentage of the cost of winter fuel payments for all, and maybe media training would have helped to adjust the package when they realised how it would go down. The country's budget problem is billions not thousands

They are ending a franchise on the termination day, not buying South West Trains or Stagecoach or the rolling stock. There might be some book value of assets from investments in the franchise period but it won't be significant.
