Axios's "why it matters" sections are often farcical. It's almost as though they don't really understand what actually matters - a problem if this is a topic you're supposed to write about. Here we have a situation where it actually matters because they're chilling what some people think and say.

It seems that he's saying exactly that but for some reason people aren't really hearing everything he say, only some of what he say, and even there not entirely accurately
