Under current city council policy, for an item to be placed on the agenda, it requires the consent of the mayor, city manager, or 4 of the 6 remaining council members. In other words, even to formally discuss a city issue at a council meeting, you need to have the majority of the council agree.

Us being taught growing up that violence isn't the answer was just measures to pacify the population so the powers that be can do whatever they want without reprisal.

Peaceful resolution has historically not worked out. Malcom made more impact than Martin. Martin was just peaceful and that pacifism is why we were taught far more about him growing up.

These people were following the law and went to check in with immigration like they are supposed to.
This woman's immigration case was dismissed, which made her immediately undocumented.
So ICE took her into custody.
The air conditioning was off in the back of the truck.

I'm honestly not surprised there's no active outrage over this.
US citizens are sickeningly apathetic , if it's a situation that requires more than a tweet. If it's a anything that requires real action, more than a Saturday Protest, they can't be bothered.
