Agree, no veto ability, but huge ability to seek info from anyone receiving Crown funds (& take contempt proceedings if denied) & Minister's RSB board appear at select committee to criticise Bills post-Cabinet signoff.

Lawyer here. Minister decision being final just means there is no right of appeal. But he has to give reasons. On its face looks like a very strong judicial review ...

Seriously though, this could be a genuine way to address aviation's climate impact: it doesn't cost anything, it can happen now, and it really does reduce emissions.
The danger is that it's used as a reason to keep flying, or expand the industry. We need to reduce flights AND avoid contrails.
