I wouldn’t fault Steve Rogers for bending the rules when faced with t this scenario however, knowing what he probably does.

Makes more sense to me for Steve not to kill Hitler in this situation than for Diana to be holding back.

As a soldier, Steve presumably (from a modern viewpoint) should have some Rules of Engagement, which include not shooting surrendering combatants. I’m much fuzzier on Ancient Greek customs.
