In retrospect it was pretty piss poor without much planning for the aftermath. But none of us proles were looking at the evidence they acted on so can't really judge.

Ok, I accept that - while Eduroam isnt perfect, it does work well for switched on users. In an FE environment it is challenging, users regularly changing passwords, device types (omg Chromebooks!) a single how to guide is impossible to produce. Plus the expectation it should be as easy as home wifi

The original 80s YTS relied heavily on the manufacturing and hospitality industries. Not much manufacturing left now though and it might compete with apprenticeships.

I would expect this is capital investment, so for renovation, books and shelves. Library software licensing will be revenue as will cost of employing a librarian and will probably have to come out of existing budgets, any librarian would have to be very part time (or dual rolling) as a result.

We have switched to laptops and docking stations. I don't think there is a member of staff without a web cam on campus...

Unusually, I'm a head of IT and LRC (further ed with a bit of higher ed). I'm guessing you are part of the eduroam network. Blame Jisc, not your IT team - eduroam is a bloody nightmare from beginning to end. Plus architects, buildings are never designed for WiFi coverage.
