ND went 10-2 on the season and was invited to participate in one of the bowl games, but turned it down, ending their season. It feels like they didn't get their way and are now sulking as if they're too good for the "lesser bowls".

ND missed the cut of 12, so they can't play for the championship. Generally speaking, teams with a winning record in the regular season are invited to a post-season bowl game as somewhat of a reward for their season, and is the final game for those not in the playoffs.

Assuming this is about ND, they were on the "bubble" of making the playoffs w/ two other teams. If they made it in, they would be one of 12 teams eligible for the national championship. (Similar format to March Madness for basketball, just downsized.)
