The language difference might be that the department of defense is a government ministry which would be a cost centre funded through government revenues whereas Canada Post is a crown corporation with its own CEO and board of directors and ability to raise its own revenues to pay its operating costs

This is firmly a local issue imho. I support a strong library system and if locals in a city/muni want that they should pony up via higher property taxes (or not) and face the ballot box repercussions.
