It’s deja vu. While electioneering, Justin said (1) no TMX expansion without “social licence,” (2) there would be serious consideration of Proportional Representation then (3) the federal Ethics Commissioner found that Trudeau violated ethics around SNC/Lavalin. Is Carney about to repeat history?
