I've seen a lot of people in many places who are more upset at the Dems for not stopping the bill than they are at Repubs for passing the bill.

I think it's clear that he's not capitulating to Dear Leader or scared of him. He genuinely doesn't give a fuck about trans people and will happily throw us under the bus to help his chances.
