Actually, it is fairly clear that, at least in the military, a clearly unlawful order must be disobeyed, full stop -- even if memorialized by authority. Less clear on the civilian side, but probably the same.

What if you think it is unlawful, and OGC disagrees? And what "clear unambiguous training" are your referring to?
