* mostly SME's indicate that the lowest price is a big obstacle for them
* mostly Polish companies see the lowest price as an obstacle

Eurobarometer data suggests it's not.

The main two obstacles for companies to submit a bid are:
* risk of late payment
* too much weight given to the (lowest) price

Eurobarometer data showing that the (self-identified) higher class is quite happy with how democracy works. Not the working class however...

Public procurement should be open to SME's. Many IMCO amendments go in that direction.

Yet, #eurobarometer figures show that one of the main barriers for submitting a bid, specially for SME's, is a focus on the lowest price.
