So in essence, let's give money to high-income students for private school tuition by taking away resources from our highest-poverty/most vulnerable students in public schools? Did I get that, right?

which would be used to dismantle the Medicaid program by making it a block-grant and thereby squeezing Medicaid programs in schools into oblivion and thereby leaving a $5b or so gap in subsidizing sped programs & MH services (among others).
