i think there’s a time and place for a variety of approaches to finance and deliver multimodal infra
(including utilizing city staff for quick build bike lane hardening as we started doing in 2024 and expanded with the new levy)

With Federal funding you can do a total refresh of an arterial including the subsurface utilities. in my view there’s a place for both approaches - quick build and comprehensive
