This is the part I'm most curious about. I've heard NACS is at 11%? If they truly care about teacher pay, why not 0% that? What, specifically, is that supporting?

There's no union, yet they're bound by collective bargaining agreements. No space for the best teachers to be rewarded yet essentially guaranteed to keep your job even if you're a poor performer. The system is broken, and I don't think a referendum was going to fix that.
