An article popped up in my feed (and then disappeared before I could screen-grab it) about another locale making these boxes available to their residents, and as I went to look this up to find the original article, I started seeing this all across America. So it's not isolated. 2/2

Radical book stores, providing aid to local charities and food banks (time volunteering counts), socialize with animals at the local shelter, anything that provides good to the community, and then escalate. Also look at Wire and Signal to keep in touch with friends without the "5 eyes" on you.
