Act now, Librarians! Ensure full compliance with national #SecondaryPublishingRight laws and, if there is no law in your country, start advocating for legal reform. This is where libraries can provide support. 👇

SPARC Europe advocates for an integrated open strategy. To set our compass for connecting the opens, we interviewed many leaders at a number of European universities. Read our newly-published The Case for #ConnectingTheOpens: A SPARC Europe Position Paper zenodo.org/records/1757... 🧵 1/2

A #SecondaryPublishingRight should cover:
☑️ All outputs from publicly funded research, not just articles, but also books, chapters and any scientific publications
☑️ Zero embargo for immediate #OpenAccess
☑️ Access to Version of Record preferably: the peer-reviewed, edited article the public paid for
November 13, 2025 at 10:00 AM
To accelerate 100% #OpenAccess, several countries have already passed #SecondaryPublishingRight into law, using different legal mechanisms.
💡The forthcoming #ERAAct must include SPR to ensure consistent, EU-wide knowledge sharing. Look at the current situation 👇

What are the differences between #RightsRetention and #SecondaryPublishingRight? Both help achieve #OpenAccess, but the mechanisms differ. #OA100

To achieve 100% #OpenAccess, you need to engage with issues on #RightsRetention and #OpenLicences. This is where libraries can provide support. 👇

The implementation of #RightsRetention policies brings challenges to every library. Stop solving it alone, join the European Rights Retention Community of Practice (CoP) to collaborate with peers.

100% #openaccess starts with 100% #RightsRetention and using #OpenLicences. 🔒 Publisher embargoes (up to 36 months) and restrictive CC BY-NC-ND licences contradict many Europe’s OA goals.

Librarians: alert researchers to check pub agreements. A 2020 analysis of Europe's top 10 legacy journals found only 1 allowed authors to retain #copyright in all subscription/hybrid journals. The rest demanded full copyright transfer or exclusive licences, limiting reuse 👉 doi.org/10.5281/zeno...

Librarians: Your authors need you to clarify one key distinction! 🗣️

Moral rights are never transferred, but economic rights can be signed away, which prevents authors from sharing their work openly. Help them retain control over their research to #OA100.
