It will also come off to some people as a move that could have been done sooner. "If you are just going to give up, why did you let people suffer and not give up sooner?" Idk if it is just me, but this seems likely a devastatingly terrible choice.

That's just not going to happen, though. As soon as the vote passes, every R talking head will immediately claim it as a win and drive the narrative. And Rs simply do not care about people and their health care - they have no problem screwing us over, and they will.
