This actually makes more sense than whatever Shaheen or Durbin have been going on about. Kaine is a Va Senator. So while he's on the hill, he's probably regularly encountering constituents that have missed their last three paychecks.

If they said they did this for federal workers or to guarantee SNAP benefits, that would at least be defensible. This is nonsense.
