Why is Moore an exception? Because Maryland is well-run. It's a model blue state.

You're talking about a COMPLETELY different kind of political history with a totally different conception of the relationship between the state and the individual when you're talking about W. Euro Continental nations, just for starters (and that's a lot just right there)

(disclaimer that I'm ofc speaking in generally broad strokes--again, Mexico's presidency really DID evolve into being similar to that of the US, and there are examples of relatively stable Latin American nations, e.g., Uruguay and Costa Rica)
