Editing also requires discernment--knowing WHAT needs amendment, and WHY. If you don't have the skill, talent, knowledge, or facility needed to generate a crappy draft of something on your own, you certainly don't have the wherewithal to edit it into something genuinely good.

I had this situation with a vintage ring I bought. I discovered when it arrived that it had a HUGE chip in the stone, which was also very loose in the setting. Chip was sorta visible in the pic, and it was sold as “vintage condition,” but…still over the limit for me.
