That's true but weed control isn't a single year decision. Weeds that are not controlled one year (ex. in cotton) will produce seed and cause problems in subsequent years. Dicamba is used to control some of the toughest weeds out there like waterhemp that produce millions of seeds per plant.

It actually prioritizes farmers who grow food. No grand conspiracy here this is something that was necessary for crop production.
