Four of my five most recent brews have been pre2010. Admittedly (budget) Crovax isn’t done yet and Halfheart and Scion need tweaking. Really love how Endrek plays as the commander as opposed to in the 99.

If you’re playing with the kamigawa dragons, Rite of Replication is an excellent choice.

Starscream, Power Hungry is a decent option in mono black. I don’t know what you consider “budget” but I built one for ~$70 and the most expensive card was Underworld Dreams for $5. Only a couple games on it but it plays well.

Recently I’ve come to appreciate Balancing Act. It’s not the strongest and opponents choose what they lose but it can hit any kind of permanent and get over indestructible.
