It's the theme: taking relaxation from one part of the body (eyes) to the whole body (as done with the arm drop) to the mind (which is frequently done with pmr as a capstone). Just because it's a fast pmr doesn't mean it's not a pmr

It really depends how you do it -- there's a lot of variation. If you're just doing eyes open/eyes closed with the intent of getting catalepsy and inducing relaxation in the eyes, I wouldn't call that fractionation per se. Fractionation is between states.
