Which raises the question in my mind, why did Biden wait so long and if he had acted earlier would that have allowed more to be done to prevent these changes?

Posts like this would be far more helpful if they included sources. I'd like to be able to rely on this graph and the numbers cited if I choose to repost it, but without any way to judge their veracity, I won't.
