lore time! Despite 17 being mute he can actually make a lot of sound as long as they don't require for him to do anything with his tongue. the reason for him to not speak are:
1: trauma/learning issues
2: being incapable to articulate
3: the pain in his mouth
but he can make throat sounds well

post apocalypse media doesn't take advantage of their setting enough. the way buildings deteriorate is WAY faster than what they show in media. also there's so much potential for fashion and equipment especially weapons thats wasted in guns
